Upendra Yadav Warns of Public Uprising If Land Bill Is Not Withdrawn

Chairman of Janata Samajwadi Party, Nepal, Upendra Yadav, has warned that a public uprising will erupt if the land-related bill is not withdrawn.

Inaugurating the first district convention of JSP Nepal Saptari unification on Wednesday in Rajbiraj, Saptari, Chairman Yadav said, “If the current government forcefully imposes an anti-Madhesh land bill, the Madhesi people will be compelled to revolt to protect their identity and existence.”

He claimed that the government is conspiring to destroy forests, exploit the Chure region, and illegally resettle hill inhabitants in the Madhesh to support land mafias. He urged the public to remain alert.

Accusing the government’s wrong policies of pushing Madhesh towards desertification, he expressed concern over the ongoing water crisis and the plight of farmers, urging the government to revise the budget to address the current issues. Expressing worry over the declining groundwater level, he said, “The foundation for retaining groundwater is the Chure region. If forests are cleared in the name of settlement and the Chure is not protected, the land in Madhesh will turn into desert.”

He demanded that the budget be allocated based on population, stating, “Forty percent of the population receives 89 percent of the budget, while 60 percent of Madheshis are allocated only 11 percent. What could be a greater discrimination than this?”

Calling the constitution forcefully imposed, Yadav—who is also a former Deputy Prime Minister—argued that the federal democratic republican system has been discredited due to a flawed constitution.

He pointed out the ongoing issues of parliamentary seat trading, project selling, and commission games, emphasizing the need for constitutional amendment or rewriting. He proposed including provisions such as a directly elected President, an inclusive electoral system, and proportional representation based on population.

Yadav added that the provinces have not been granted expected rights and therefore cannot serve the people effectively. “The provincial government has neither been given authority, nor police, nor staff. Provinces have been made powerless,” he said.

The opening ceremony, chaired by district president Kedar Yadav, was attended by central member of CPN (Maoist Centre) Suryanath Yadav, district president of National Liberation Party Dipendra Chaudhary, Rastriya Swatantra Party’s Dambar Sah, district president of Socialist Democratic Party Sunil Kumar Jha, district in-charge of Janamat Party Ramgaman Sah, spokesperson of Rastriya Prajatantra Party Madhesh Province Manoj Kumar Mandal, Madhesh Province president of JSP Nepal Balkishor Yadav, branch president of Federation of Nepali Journalists Sharwan Kumar Dev, and district president of Unified Socialist Party Pratapnarayan Chaudhary, among others, who expressed their best wishes.

During the same program, families of martyrs of the Madhesh movement were honored.

District president Kedar Prasad Yadav informed that the district convention of the party will be held over three days—July 30, 31 and August 1 (Shrawan 14–16). Current district president Kedar Yadav, vice-president Umesh Prasad Yadav, and Hareram Yadav are in discussion for the position of district chair.
