Political Proposal and Policy Resolution of the Special Convention

Kathmandu. Gagan Thapa, General Secretary of the Nepali Congress, has presented a political proposal at the special convention. While presenting the proposal, he claimed that the ongoing special convention is legitimate. He mentioned that they were forced to call this session because their final efforts to have the Central Committee call it were unsuccessful.

This is the contemporary political proposal and the policy resolution of the special convention:

History is witness that the Nepali Congress party has honestly and faithfully fulfilled every revolutionary and challenging responsibility given by the Nepali people. This special convention is for "changing the Congress" so that we can change the country through a transformed party.

Through this special convention, we must send a message that we will correct ourselves, we will change, and we can do it. Time demands the same loyalty, high moral ideals, and dedication from every member that our predecessors never let weaken. For this, the party must be made dynamic. Every member within the organization must feel energy and justice. We must maintain the affection of supporters and well-wishers. We must spread a ray of trust and hope among the general public and the youth.

This special convention, taking place during extraordinary circumstances for the country and the party, carries a historic responsibility. It aims to re-establish the Nepali Congress not just as a political party, but as a capable and reliable force. It must be fully loyal to democracy, committed to society, accountable to the people, and ready to lead a prosperous Nepal based on its founding ideals.

Therefore, we resolve to clear the clouds of indifference seen among Congress members inside and outside the party. We will move forward together in the campaign to build a prosperous Nepal with new energy, enthusiasm, unity, and transformation:

The Gen-Z Revolt and the Congress Resolution:

The movement led by the Gen-Z on September 8 and 9, 2025 (Bhadra 23 and 24, 2082), has established a new consciousness and awakening in Nepali politics. The Nepali Congress expresses deep sorrow over the unimaginable and tragic events of those days and pays high respect to those who lost their lives during the suppression and violence.

The Nepali Congress firmly accepts the fair demands raised by that movement regarding good governance, service delivery, and the meaningful representation of the youth. We make the following resolution:

The Nepali Congress remains clear and committed that there must be an independent and impartial investigation into the suppression of September 8 and the destruction of September 9. We must find the truth and justice regarding serious human rights violations and violent incidents. Legal action must be taken against those found guilty.
