Nepali Congress Special Convention Concludes Group Presentations

Kathmandu: The special convention of the Nepali Congress, ongoing at Bhrikuti Mandap in Kathmandu, continued its closing session on Tuesday morning. 

In the session, four groups have presented their collective proposals in the presence of General Secretaries Gagan Kumar Thapa and Bishwa Prakash Sharma. So far, group presentations have been completed from the Sudurpashchim, Karnali, Lumbini, and Madhesh provinces.

During the closing session, Lumbini’s Deputy Chairperson Bhuwan Shrestha emphasized the need for upward mobility from the grassroots level. He stated that the Congress has historically allowed people to occupy public positions only from higher levels and that this practice needs to be corrected.

Provincial and district leaders provided suggestions on the report submitted by the General Secretaries. In this context, Madhesh Province’s Birendra Sah stated that the federal budget should be based on population. 

He also emphasized the need for a cluster-based electoral system in the provinces and proposed that individuals who have served as Prime Minister twice should not be eligible again.

Birendra Sah further suggested that special arrangements should be made for irrigation projects such as the Sun Koshi Marin Diversion in the Terai region. 

He proposed that party members should be active for at least 10 years, ministers appointed by the party should have their public assets scrutinized, 33% of candidates should be women, and individuals penalized by the party should face at least a one-year suspension.
