Kathmandu Metro Responds to Election Commission's Clarification Request

Kathmandu Metropolitan City has sent a response to the clarification sought by the Election Commission. The Commission had issued a clarification letter regarding the start of health services for senior citizens aged 70 and above after the Election Code of Conduct, 2082, came into effect.

In its response, the Metropolis stated that the program to provide home-based health services to citizens over 70 is a project approved in the annual budget. "It is requested to note that the program for basic health services at home for senior citizens over 70 was approved under serial number 771 of the annual policy, program, and budget for the fiscal year 2082/83 by the 17th session of this Metropolitan City Assembly," the reply mentions.

Section 5, Clause (a), Sub-clause (c) of the Election Code of Conduct, 2082, stipulates that "no other programs shall be conducted, nor shall new policies, plans, or programs be announced, approved, or operated except those approved in the annual budget and program; however, if an epidemic of a communicable disease or any circumstances beyond control arise, there shall be no hindrance to operating such programs with the approval of the Commission." 

The Metropolis sent the response stating that since the program was approved in the annual budget, it proceeded in compliance with the Election Code of Conduct.
