Harka Sampang Urges Speaker: Bring the PM or Expel Me from the House

Kathmandu. Harka Sampang, a Member of Parliament from the Shram Sanskriti Party, has demanded the presence of the Prime Minister in the House of Representatives and even urged the Speaker to expel him from the session.

Speaking at Wednesday's meeting of the House of Representatives, Sampang mentioned that the Prime Minister's presence has been demanded for a long time. He urged the Speaker to make the Prime Minister accountable by bringing him to the House in accordance with Rule 15 (2) of the regulations.

Sampang requested that if the Speaker cannot bring the Prime Minister to the House, they should use Rule 31 (1) of the regulations and order his expulsion from the meeting.

He said, "For many days, we have been demanding the presence of the Prime Minister. The Speaker has not been able to rule and bring him here according to Rule 15 (2). Because of this, what I demand in today's House is that if you cannot bring the Prime Minister to the House to make him accountable according to 15 (2), then please apply Rule 31 (1) of the regulations, expel me from this House, and enhance the dignity of this House."

MP Sampang commented that he has started to look like a "naughty student" before the assembly, stating that the dignity of the House cannot be maintained this way. While mentioning that he understands the Speaker's constraints, he maintained that the Prime Minister's presence is necessary.

He said, "Either the Prime Minister must be brought by using 15 (2), or an order must be given to expel me from today's meeting by using 31 (1). Today, I am not going to get angry or shout. I understand your helplessness. You have your constraints too, but the dignity of this House cannot be maintained this way. I am also appearing a bit like a naughty student in the parliament."
