Bishwa Prakash Sharma Asserts Country Must Run by Constitution and Party by Statute
Kathmandu. Bishwa Prakash Sharma, elected as Vice President from the Special General Convention of the Nepali Congress, has expressed a clear view that the country must be governed by the Constitution and the party by its statutes.
Addressing the Special General Convention after being elected Vice President, Sharma stated that both the country and the party must follow their respective legal frameworks.
"The country runs by the Constitution. If the country leaves the path of the Constitution, it falls into disorder. If the party leaves the path of the statutes, the party also falls into trouble. Therefore, we are clear on this matter," he said.
Giving the title of 'Commander' to the newly elected President Gagan Thapa, Sharma said that not only the leadership, but the entire party line must move forward with the same psychology and preparation.
"We have made Gagan Thapa the commander, but to achieve victory in any war, while the commander stands firm, the entire army must also stand with the same preparation and the same psychology," he said.
Mentioning that all delegates should return with special responsibilities after the Special General Convention, Sharma stated that a culture of humility, intimacy, and mutual respect is necessary within the party.
"Each of us, as we return from the Special General Convention as of today, is also returning with a special responsibility. Do not forget that we must behave with humility and heartiness toward our party colleagues," he said.
In the context of the issue of disciplinary action raised after the General Convention, he claimed that the Election Commission itself is well aware of the situation.
According to Sharma, the Central Working Committee had already been dissolved by the time the procedures were created by the closed session of the Special General Convention before starting the election process.
Recalling the struggling history of the Nepali Congress, Sharma said that the party's strength lies in its ability to turn criticism and challenges into opportunities.
"When we are disciplined by a meeting held after dissolution, we can only laugh and smile. Congress is that which can pick up the stones thrown by others and build a palace," he said.
Sharma pointed out the need to keep internal criticism and grievances limited and to take the organization to the villages with energy and enthusiasm. "Congress must leave aside criticism and grievances against other Congress members and go to the people with hope," he stated.
