State Has Responsibility to Protect and Regulate the Private Sector: Speaker Aryal

Kathmandu. Speaker Dol Prasad Aryal has stated that the state must create an investment-friendly environment to protect and regulate the private sector.

Addressing the 9th Nepal Land, Housing, and Construction Expo 2026, he clarified that the private sector takes immense risks to invest in the nation's prosperity.

During his address, Speaker Aryal remarked that the state acts almost like an uninvested partner, taking a 28 to 30 percent stake in private sector investments.

"The state should formulate clear policies, provide security to the private sector, and enforce necessary regulations," he said. "Rather than wasting time criticizing past history and politics, we should focus on result-oriented work and core issues."

Speaker Aryal emphasized the need to eliminate the situation where Nepali citizens are forced into foreign employment. He noted that beyond study and research, people should no longer have to move abroad merely for general household expenses, children's school fees, or medical treatment.

Recalling his own involvement in working and investing domestically for the past 30 years with this exact goal, he stressed that industrialists and entrepreneurs should never have to question whether the state exists when doing business.

He added: "We must free Nepalis from the compulsion to go abroad. Aside from study and research, the days of going abroad to buy a wife's saree, pay children's school fees, or treat a family member's illness must end. I have been working toward this for nearly 30 years. Investments were made in many places, but it often feels as though government and state presence are lacking."

Pointing out that major cities worldwide have reached a point where old structures must be demolished to build new ones, he highlighted that Nepal still possesses vast potential for systematic infrastructure construction and development. Presenting data showing that Nepal's rural areas are rapidly urbanizing and nearly 80 percent of households receive remittances, he stressed the urgent need to utilize this capital in productive construction and nation-building sectors.
