Winter Session of Karnali Province Assembly Called for Magh 18

Surkhet. Six months after the conclusion of the summer session, the winter session of the Province Assembly is set to convene.

The Cabinet meeting of the Karnali Province Government has recommended the Province Head to summon the assembly session on Magh 18. Government spokesperson Binod Kumar Shah informed that the Cabinet meeting held on Friday decided to recommend calling the Karnali Province Assembly session for 1:00 PM on Magh 18, 2082.

According to constitutional provisions, the interval between one session and the next must not exceed six months. Rule 3 of Chapter 2 of the Karnali Province Rules 2074 outlines the arrangements for summoning and proroguing sessions. Sub-rule 2 specifically mentions that the period between the end of one session and the start of the next must be within six months.

The previous summer session ended on Saun 21. The six-month deadline following the conclusion of the summer session falls on Magh 21. The call for the assembly session was also delayed due to damage caused to the Province Assembly building by arson and vandalism on Bhadau 24.

During the Gen-Z movement, protesters set fire to the Province Assembly. Out of the 23 blocks of the assembly, the main hall, secretariat, meeting hall, three parliamentary party offices, and two thematic committee buildings were completely damaged.

While the summer session focuses primarily on the government's annual policies, programs, and budget, the winter session tends to be more active in law-making. Several bills presented to the parliament during the previous session are currently under discussion, while others have been referred to thematic committees.
