Minister Ingnam: Government is Positive about Implementing the Rights of Non-Resident Nepali Citizens
A delegation led by Non-Resident Nepali Association (NRNA) Co-Presidents Dr. Badri K.C. and Mahesh Shrestha met with the Minister of Land Management, Cooperatives, and Poverty Alleviation, Kumar Ingnam.
During the meeting, the delegation drew Minister Ingmam's attention to the immediate implementation of the constitutional and legal rights of Non-Resident Nepali (NRN) citizens, including property and land rights under the economic rights guaranteed by the Constitution of Nepal.
The NRNA Co-Presidents requested the Nepal Government to take the necessary decisions and issue circulars to fully implement the economic, social, and cultural rights conferred by law upon individuals who have obtained Non-Resident Nepali citizenship.
The attention letter submitted by the delegation mentions that the Constitution of Nepal and prevailing laws, including the Nepal Citizenship Act, 2063, categorize Nepali citizenship into various types: descent, naturalized, honorary, and Non-Resident Nepali citizenship.
Under this provision, since Non-Resident Nepali citizenship is also one of the legally recognized types of citizenship, the letter demands that NRN citizens should also be guaranteed economic, social, and cultural rights, similar to Nepali citizens.
Through the attention letter, a humble request was made to the Nepal Government to get the Cabinet of Ministers to take a decision and issue the necessary circulars to the relevant ministries and bodies to implement the rights of Non-Resident Nepali citizens, in accordance with the spirit of the Constitution and the Citizenship Act.
During the meeting, Minister Ingmam stated that the implementation of NRN citizens' rights is a priority for the government and informed that the process of enacting necessary laws in this regard is underway. He said, "A law is being formulated on this matter, and accordingly, the rights of Non-Resident Nepali citizens will be implemented."
Also present at the meeting were NRNA Vice President Budhhi Subedi, Deputy General Secretary Som Sapkota, President of the National Coordination Council South Sudan Ram Prasad Padhyay, former General Secretary of the National Coordination Council UAE Bhuwan Waglé, and Executive Officer Rajendra Kumar Raut.
