Discussion on Contemporary Issues at the 44th Municipal Executive Meeting of Kathmandu Metropolitan City

A discussion on contemporary issues was held during the 44th Municipal Executive Meeting of the Kathmandu Metropolitan City.

During the session, Senior City Police Superintendent Rajunath Pandey presented a proposal to fill 27 vacant positions for Police Assistant Inspector (ASI). He emphasized that the recruitment should be conducted legally through both open and internal competitions.

"Regarding the 27 vacant ASI positions, we need to look at what can be done through open and internal processes based strictly on legal grounds. Since there is no legal provision preventing this, I would like to present the proposal accordingly," he stated. He further clarified that appointments cannot be made using authorities not granted by law.

According to the proposal, the relevant Head Constables were originally appointed as Police Constables through an open process in 2074 BS. Due to legal complexities at the time of their appointment, they were recruited under the Police Regulations of 2072 BS.

Pandey noted that after 2080 BS, there is no evidence of upgrades occurring under the 2015 regulations, nor is there such a provision under standard police benchmarks. 

He mentioned that according to police standards, there is no legal provision for Level 2 employees to be automatically promoted to Level 3. Pandey pointed out that the police force itself lacks clear information on this matter and there is no official record of how such decisions were previously made.

"There is no legal provision in the police standards for Level 2 and Level 3 employees to move up automatically. The police force is unaware of this, and it is unclear how prior decisions were reached," he said.

Following the presentation of the proposal, Deputy Mayor Sunita Dangol stated that there is still a lack of clarity regarding the agendas. She suggested that the matter should proceed only after further deliberation.

"There is still a lack of clarity on these agendas. Even the issue regarding the 'insignia' (rank) is not clear yet; we will move forward only after further discussion," she said.
