Bagmati Province Hands Over Sailung Golghar and Sailung Community Lodge in Dolakha to Locals

Hetauda. The Sailung Golghar (Roundhouse) and Sailung Community Lodge in Dolakha, which were completed by the Bagmati Province Ministry of Culture and Tourism, have been handed over to the local body.

The Sailung Golghar, completed in Ward No. 1 of Sailung Rural Municipality, and the Community Lodge, completed in Ward No. 8 of Sailung Rural Municipality, were constructed in various fiscal years by the Tourism Development Project Office, Hetauda. 

These structures were handed over to the Sailung Rural Municipality on November 18, 2025 (Mangsir 2, 2082 B.S.) for the purpose of conservation, operation, and management by the Rural Municipality itself, in accordance with the Tourism Infrastructure Handover Procedure 2081 issued by the Ministry of Culture and Tourism.

Culture and Tourism Minister Suresh Shrestha informed that, in the first phase, the Ministry has handed over the completed Golghar and Community Lodge in Sailung Rural Municipality to the local body, following the procedure for handing over structures completed by the Province to local authorities. 

He stated that the reason they are handing over the completed structures is to prevent them from decaying, being vandalized or damaged by various unruly elements, and to avoid the investment going to waste. 

He added that since the first day he became Minister, he personally conducted on-site monitoring for the handover of these completed structures.

"We have handed over the structures completed in Sailung Rural Municipality in the first phase. On the 7th of the month, we will be handing over the completed View Tower and Multipurpose Hall in Kakani, Nuwakot, and the View Tower constructed in Chimteshwar, Nuwakot, is also in the process of being handed over soon," he informed.

He also mentioned that the Ministry's team is in the process of handing over all completed structures built by the Ministry to local bodies or concerned stakeholders.

Dipendra Subedi, Secretary of the Bagmati Province Ministry of Culture and Tourism, stated that the Ministry created the Tourism Infrastructure Handover Procedure 2081 and, based on this procedure, handed over the two structures in Sailung to the local body because the structures built by the Province were left unused for a long time, preventing them from generating the intended returns. 

He added that the structures in Sailung were handed over under the handover procedure so that they can become operational and generate returns consistent with the objectives for which they were built.

Project Chief Roshan Srivastava stated that the structures in Sailung were handed over under the handover process after assessing the current condition of the multi-year projects started since 2076 B.S., and agreeing that any necessary maintenance would be carried out after the handover.

Rimal Babu Shrestha, Chief of Sailung Rural Municipality, said that the handover of the completed structures to the Rural Municipality will increase the income of both the Rural Municipality and the Province. 

He expressed happiness that the structures were finally handed over after they had been persistently demanding the handover for a long time, especially since Minister Suresh Shrestha assumed his role.

The handover program for the Sailung structures was attended by Bagmati Province Minister of Culture and Tourism Suresh Shrestha, Province Secretary Dipendra Subedi, Project Chief Roshan Srivastava, Sailung Rural Municipality Chairman Rimal Babu Shrestha, Chief Executive Officer Sanjib Neupane, and Ward Chairman of Sailung Rural Municipality Ward No. 1, Bir Bahadur Ghatani.

The Province will receive 30% and the Rural Municipality will receive 70% of the income generated from both handed-over structures.
