Engineering Vision: Integrating Clients, Contractors, and Future Needs

A major challenge in the engineering and construction industry is deciding whether projects should be designed only to satisfy minimum code requirements or whether they should include adequate consideration for future needs.

When a project is designed with future expansion, durability, adaptability, changing conditions, and long term performance in mind, the initial cost may increase. In many cases, contractors may prefer lower initial costs because competitive bidding environments focus heavily on budget control and profitability. This can create pressure to follow only minimum code requirements rather than investing in solutions that provide greater value throughout the life of the project.

This situation creates difficult challenges for qualified professional engineers. Engineers have an ethical responsibility to protect the interests of the client, public safety, and long term project performance. However, within design bid build and design build project environments, engineers may face conflicts when decisions are influenced mainly by short term financial considerations.

There will always be professionals who believe in designing with a vision for the future. These engineers recognize that proper planning today can prevent significant costs and operational difficulties in the future. At the same time, some professionals may focus only on meeting basic requirements because those approaches are easier to approve, less expensive initially, and aligned with immediate project objectives.

In some cases, however, decision makers may prioritize short term benefits and overlook professional ethics, responsibilities, and the long term interests of the client. Internal organizational pressures and project related politics can influence decisions, and unfortunately, such realities exist in many industries around the world. The difference may only be the extent to which these challenges occur in different organizations and locations.

These situations create difficult choices for professionals. Engineers who understand the importance of future oriented design may find themselves in challenging positions when their recommendations conflict with cost driven decisions. Maintaining professional integrity, ethical responsibility, and commitment to the client’s long term interests remains a fundamental obligation of the engineering profession.

The major question for decision makers is whether to prioritize minimum initial cost or long term value. Should projects be developed primarily around the lowest cost approach, or should owners maintain a stronger position representing the long term interests of the client?

This challenge exists not only in the United States but throughout the world.

A Better Approach Through Stronger Planning Before Procurement

One effective solution is for owners, especially government agencies and large organizations, to establish highly qualified multidisciplinary professional teams during the preparation of Requests for Proposals.

The purpose of these teams should not simply be preparing documents for bidding. Their responsibility should include comprehensive planning and evaluation of:

• Short term project requirements
• Medium term operational needs
• Long term expansion possibilities
• Future technology changes
• Maintenance requirements
• Lifecycle costs
• Safety and reliability expectations
• Potential risks and future challenges

A well prepared RFP should clearly define the owner’s expectations and establish performance requirements that reflect both current needs and future objectives.

When the project vision is properly developed before procurement, contractors and design teams receive clear direction. This reduces conflicts between owners, engineers, and contractors because everyone understands the required outcome from the beginning.

The Engineer’s Ethical Responsibility

A critical question arises when an engineer recognizes that a project should include future considerations but faces pressure to follow a different direction.

Should the engineer leave the project, or should the engineer knowingly follow instructions that may not represent the best professional judgment?

Engineers have a responsibility to communicate concerns, provide professional recommendations, and support decisions based on technical evaluation, safety, public interest, and long term consequences. Ignoring professional concerns simply because of commercial pressure can create ethical challenges.

The role of an engineer is not only to satisfy present requirements but also to help create safe, reliable, and valuable solutions for future generations.

The best approach is a partnership among owners, engineers, and contractors where expectations are clearly defined from the beginning. Strong planning, professionally prepared RFP documents, and ethical engineering leadership can reduce conflicts and create successful projects that benefit everyone.
